The recipes are just summaries and a perfume is much more complex than having 3 headnotes, 5 heart notes and 4 basenotes etc. A single perfume can have up to 100 different scents, most of them man-made, complex chemicals that are hard to obtain.
Nevertheless, the list does provide guidance for beginner perfume alchemists and as an inspiration point. :)
Another thing is that perfume and colognes would use the same ingredients, but in different dilutions. Colognes are "lighter" than perfumes as they are less concentrated.
